Temporal agents enforce the Temporal Accords and preserve the time line. Vosk claimed they manipulated the timeline to serve their own needs, and had their own agenda. Daniels is a temporal agent. Temporal Agents once stopped Vosk when he attempted to prevent the Suliban from gaining sentience. (ENT: Storm Front, Part II)

The temporal cold war eventually became an all out conflict. Temporal agents, dozens of them, were stationed throughout the timeline. They've been given orders to change history. Each faction is trying to wipe out the others. It's a fight for dominance. Vosk leads the most dangerous faction in the Temporal Cold War. The Temporal Agents almost captured him, but he developed a form of stealth time travel and he escaped into the past. They eventually located him, but it was too late. He returned to Daniel's century and defeated the Federation, and launched the war that is destroying all of time. Daniels sent the Enterprise NX-01 to 1944 because it's there that Vosk could be stopped. If Vosk was stopped, the war will never happen, and the timeline will be restored. (ENT: Storm Front, Part I) The timeline changed when someone assassinated Lenin in 1916. Without Lenin, the Bolsheviks never gained power. Russia didn't become Communist, and Germany never considered it a threat. Hitler was able to concentrate on the west. After France, Belgium and the Netherlands fell. Hitler quickly took England and then the Eastern United States. The police never captured Lenin's assassin. Some bystanders said that the killer vanished into thin air. (ENT: Storm Front, Part II)
