Eminiar VII is located in star Cluster NGC 321 along with the planet Vendikar. Vendikar was originally settled by Eminiar VII, but they are now ruthless enemies. (TOS: A Taste of Armageddon)
The Eminiar are highly advanced, and prosperous in a material sense, comfortable, and extremely peaceful according to scans. (TOS: A Taste of Armageddon)
Eminiar VII has been at war for 500 years. Casualties from the civilian population total one to three million dead each year from direct enemy attack. They were at war with the third planet in the Eminiar system, called Vendikar. The governments agreed to a computer-based battles, in which attacks were launched mathimatically. Any citizens declared as casualties were required to report to disintegration stations so that their deaths could be recorded. This way, although people die, the culture lives. Casualties have 24 hours to report to the disintegration machines. If casualties do not report, it is in violation of the agreement. (TOS: A Taste of Armageddon)
The U.S.S. Valiant made first contact with Eminiar VII in 2217. They reported that Eminiar VII was at war with its nearest neighbor. The U.S.S. Valiant never returned from its mission to the planet. The ship and its crew were destroyed when they were declared casualties of the war. (TOS: A Taste of Armageddon)
Fifty years later, on Stardate 3192.1, the U.S.S. Enterprise visited Eminiar VII under orders from Ambassador Robert Fox, ignoring a Code 710 signal warning them to stay away. The Enterprise became a legitimate target once it began orbiting Eminiar VII. It was classified destroyed by a tricobalt satellite explosion. The landing party was held hostage until the crew reported to the disintegration chambers. (TOS: A Taste of Armageddon)
Captain Kirk escaped and destroyed the computers in the war room. They were all tied in with a subspace transmission unit that keeps them in constant contact with their Vendikan counterparts. The moment contact was broken it abrogated the agreement between the two warring parties. Ambassador Fox offered his services as negotiator between Eminiar VII and Vendikar.
